Scandal-Plagued Senator Ralph Warnock Campaigns For Cooper Amid Fallout From Disaster Recovery Audit
Last Friday, in one of his first campaign stops since the brutal audit that highlighted Cooper’s contemptuous response to Hurricane Matthew and Florence, former Governor Cooper brought in scandal plagued, Sen. Ralph Warnock as a campaign surrogate. Highlighting Cooper’s firm alignment with national Democrats.

NCORR spent more than $25.4 million on design and implementation of the Salesforce platform, but incomplete and inconsistent data in the program’s tracking systems led to operational challenges and delayed recovery for many families. Some families spent over 1,400 days in temporary housing.
NCORR had no structured financial roadmap or ongoing budget monitoring. They operated reactively, making spending decisions based on available funds rather than comprehensive needs or performance targets. Inconsistent reconciliation indicates nearly $785 million in public funds was disbursed to vendors without a single, reconciled source of financial truth or robust oversight.
In his effort to change the page from this devastating scandal, Cooper’s team brought in a high-profile campaign surrogate: Senator Ralph Warnock (D- GA). However, Warnock has his own political baggage.
