City of Asheville Names Walter Ear As Capital Management Director

The City of Asheville named Walter Ear as the City of Asheville Capital Management Director, effective on March 30th, 2026. He previously served as the Interim Capital Management Direct since the promotion of former Director Jade Dunda to Assistant City Manager in March 2025.  

“I’ve been honored to work alongside people who care so much about this community, and am proud of the work we’ve done over the past decade. I look forward to continuing to serve on this team, and to do our part to improve the built environment and make Asheville a safer, stronger, and more connected place for everyone who visits or calls it home,” stated Ear. 

Born and raised in Asheville, Walter Ear joined the City in 2014 and has served in the Capital Management Department as the Public Facilities Division Manager since 2023. With a background in engineering and 10 years of experience as a U.S. Navy Officer, Walter is dedicated to working with departments across the City to help improve the community through each and every project. 

City Manager DK Wesley added, “Soon upon arrival, I was impressed by Walter’s ability to articulate a strategic vision for this department.  He quickly demonstrated the kind of thoughtful leadership that makes a lasting impact on our community. In his time with the City, he has brought together strong technical expertise and strategic vision—helping us deliver projects that do more than improve infrastructure, but truly connect neighborhoods and expand opportunity. I look forward to supporting him as he leads our Capital Management Department and helps make a positive impact on how we plan and manage city assets.”
