PAVE Act Signed Into Law
Today, Governor Josh Stein signed House Bill 948, the P.A.V.E. Act, into law. This legislation passed the N.C. House and Senate on a broad bipartisan basis.
The legislation authorizes a referendum on a sales tax increase to fund transportation projects throughout Mecklenburg County. For five years, Mecklenburg area leaders have met resistance from the General Assembly over their proposed transit plan because there was not enough funding for adequate road infrastructure.
The P.A.V.E. represents a compromise between the various stakeholders. The new tax revenue is split 40% for new roads and 60% for the transportation authority. Additionally, a new transportation authority is created with voices from all of Mecklenburg County.
Governor Josh Stein said this legislation provides an important investment to expand mobility and economic opportunity throughout Mecklenburg County. Charlotte Mayor Vi Lyles thanked Rep. Tricia Cotham for “moving a mountain” to get this legislation done. A rare example of praise for a member of the other party, who is in a competitive seat.
The legislation is an important step after five years of planning for a new transit system for Charlotte.
